Both the Fort Collins – Loveland Water District and South Fort Collins Sanitation District are governed by an elected five-member Board of Directors. Any registered voter who resides within the District, or owns taxable property within the District, can serve on the Board and vote in the election for Board members.

The Directors serve four year terms. The Boards are governed by Title 32 of the Colorado State Statutes and the rules and regulations of the Districts.
